The Institute is formerly known as the Planning department of the Design and master planning institute under the Department of Construction at the beginning days of “Liberation”.
Over the past 48 years, with the main function of doing research and construction planning rural and urban, the Construction Planning institute has greatly contributed to the plan of construction and formulation development of the city as well as proposing the strategies to build Ho Chi Minh city becoming the largest city over the country.
The institute has implemented hundreds of projects on urban and rural construction planning, from master planning, partition planning, detailed planning to urban technical infrastructure system planning; urban design and construction investment projects not only in the city but also other provinces.
With these great contributions to the development of the city, the Institute was honourably awarded the 2nd Labor Medal and the 3rd Labor Medal as well as many other certificates of merit
The first stage (1977 – 1989)
The name has changed from the City Planning Institute to the The City Construction Planning under The Ho Chi Minh City People Committee. In the early of 1980s, it changed the name into The Institute of Planning, Science and Technology Construction under The Basic Construction Committee. In this stage, the Institute emphasised on basic which aimed to serve for the economic development city plan. It also cooperated with Russians experts to figure out the strategy’s development of the city in the following years.
The second stage (1989-2008)
The Institute of Planning, Science and Technology Construction changed its name into the Planning Construction Studies and Urban Architect Institute under the City’s Construction Department. In 1993, it continued to change the name into The Planning Construction Institute under the Chief Architect Agency, until 2003 it belonged to Planning - Architect Department established based on the foundation of HCMC Chief Architect Agency.
In this stage, the institute developed and contributed a lot to the development of the city through carrying out a variety of duties such as: implementing the master planning construction of Ho Chi Minh city endorsed by the Prime Minister in 1993; adjusting the master planning construction of the city for the first time which was endorsed by the Prime Minister in 1998; finishing the 18 projects of General planning of construction town, district with hundreds of detail planning project (ratio of 1/2000).
The new urban area of Ho Chi Minh city such as: Saigon South New Urban, North-West Town, Hiep Phuoc Habour View, Thu Thiem New urban area. They are all new and largest urban areas which were designed and built by the Planning Construction Institute. Besides, the Institute also had many experts in the field of urban planning development whose has become the leaders of city, department, etc…
The third stage (from 2008 until now)
In 2008, the Ho Chi Minh city Institute for Development Studies was established by unifying two Institutes including the Economic Research and Social Science Institute under HCMC People’s committee, while emerging with the Urban Planning Institute belonged to the Planning and Architecture Department. It was the developing stage of the Planning Construction Institute, emphasizing on quality development as well as upgrading the developing trend of the whole country and the world. All research areas have been widening, many projects has finished such as: the Master Planning Adjustment of Ho Chi Minh city construction until 2025 endorsed by the Prime Minister in 2010; joining to establish the General planning of economy and society of Ho Chi Minh city endorsed by Prime Minister in 2013; proposing good strategies for People’s Committee; finishing over 200 projects of detailed and zoning planning according to the Resolution 16 of The Ho Chi Minh city People’s Council; finishing around 30 projects of rural planning in Binh Chanh, Hooc Mon, Cu Chi, etc…
The whole staffs of the Institute were awarded the 3rd Labor Medal by the Presisdent in 2012 and the 2nd Labor Medal in 2017 and was rewarded by the HCMC People’s Committee with many types of merit certificates.
